The Council of Europe and the National Association of Municipalities in the Republic of Bulgaria sign an agreement to improve local financial management and fiscal decentralisation in Bulgaria
The National Association of Municipalities in the Republic of Bulgaria (NAMRB) signed a grant agreement to support implementation of the project "Development of fiscal decentralization and improvement of financial management at the local level in Bulgaria.“ The project, which is co-funded by the European Union through the Technical Support instrument and implemented by the Council of Europe (CoE) aims to support increasing financial autonomy of Bulgarian municipalities in line with good European practice and standards.
The NAMRB, recognised for its extensive experience in supporting local self-governance issues, will provide technical and logistical support for the implementation of the joint project, supporting Bulgarian authorities in their efforts to implement reforms in the field of good democratic governance and fiscal decentralisation.
To achieve these goals, the Centre of Expertise for Good Governance of the CoE (CEGG) and the NAMRB in cooperation with the Ministry of Regional Development and Public Works and the Ministry of Finance will carry out a series of activities that will support: developing a comprehensive analysis of the existing framework; provide recommendations and police advice for improved local financing; and enhance local capacities based on the relevant CEGG toolkits.
By providing strategic guidelines and sharing good practices, the joint project will contribute to advance the decentralisation reform process for improved fiscal decentralisation and local financial management in Bulgaria.
